I'm in the same boat you are. If my wife puts Niamonster to bed, it takes about 10 minutes. If it is me, then it's about 30 and she usually doesn't stay down. However, I believe that at Niamonster's age too much changing around is not a good thing. I don't think "changing now" prepares her for "changing later". I think a solid foundation of love is what creates the solid base for her to stand on to be able take changes with ease. Kids crave routine and it makes them feel safe, especially at a young age. I don't think there is anything wrong with your routine (sounds a lot like ours).
